Allegations concern earlier incidents
Human Rights Watch said an apparent military drone strike in Guélédié, Mopti region, on September 16 killed eight civilians and injured at least six others. It also alleged that Malian and Africa Corps personnel held detainees in a metal container at the Sévaré military base between May and August, subjecting prisoners to beatings, electric shocks and waterboarding. Evidence and response
The organisation said it remotely interviewed 15 people, including witnesses, former detainees and nongovernmental organisation personnel. It reported receiving no responses to letters sent to the Malian and Russian defence ministers in early October. These remain attributed investigative findings, not judicial determinations. (hrw.org)
The release was timestamped October 22 at midnight EDT—04:00 UTC, before the 05:43:17 UTC opening cutoff. Neither the alleged abuses nor their publication should therefore be described as events first occurring inside the requested 24 hours. (hrw.org)
