Prime Minister Ali Mahaman Lamine Zeine said a strategic-cooperation memorandum had been signed on 1 November, following talks in Benghazi with Saddam Haftar, deputy commander of the eastern Libyan armed forces, in the presence of eastern government head Osama Hammad. Zeine also committed to continued consultations and follow-up on agreed undertakings.
The Nigerien delegation included armed-forces chief Mamane Sani Kiaou and chiefs from several military branches. Libya’s official news agency confirmed the senior military participation and talks on stronger bilateral coordination.
The memorandum’s detailed provisions were not made public in the announcements. Its implications for border operations, trade routes or military assistance therefore remain open.
