Along the road connecting the national highway to the cemetery in the capital’s ninth arrondissement, installation holes have been dug and poles delivered, but the lights are still missing. Pedestrians and motorcyclists continue to use the busy route after dark.

Residents and cemetery guard Oudaï Pansie described recurring attacks. One resident recalled men in uniform stopping motorcyclists ostensibly to inspect their documents, then fleeing when neighbours intervened. Their identity remains unknown. The accounts published on 25 October gave no completion date or explanation for the construction stoppage.
