Interior Minister Moctar Ahmed Bouceif ordered the change on 1 November, alongside plans to clear accumulated waste and bring additional temporary disposal sites into regular use. Only one of the available temporary sites was operating, according to the official account.

The minister said ARMA’s performance had fallen short of its contractual obligations. He instructed officials to examine replacement options immediately, rather than wait until the end of December, because procurement could take time and cleaning services must continue without interruption.

Governors must submit practical proposals by the end of the week, ahead of an evaluation on 8 November. Construction sites are also to be required to remove their debris to designated locations, with stricter enforcement of fines for waste offences.
