Human Rights Watch released an investigation on 19 October 2026 at 04:00 UTC, inside this briefing’s reporting window, alleging unlawful killings and attacks in central and northern Mali. The incidents occurred in July and August; the new development is publication of the findings. (hrw.org)
Civilian attacks and disputed responsibility
HRW documented an apparent drone strike that damaged a health centre in Talahandak on 29 July, and an 19 August market strike in Tombonkore that killed six civilians and injured at least 20. It also reported that soldiers killed five girls in Ségou region on 12 July, and allied Dozo fighters killed three civilians in Mopti region on 27–28 July. (hrw.org)
The investigation drew on 30 interviews and visual evidence. HRW said Mali’s defence minister had not answered its questions. It urged the African Union’s Peace and Security Council to address civilian protection and investigations. (hrw.org)
Executions of surrendered soldiers
The report also revisited the killing of at least 19 captured Malian soldiers following the 18 July ambush at Tabrichat. Amnesty International had independently analysed 12 videos, reporting in July that footage showed soldiers surrendering, being mistreated and subsequently shot. That earlier investigation provides corroborating evidence, not a new casualty announcement. (amnesty.org)
HRW could not conclusively assign the filmed perpetrators to JNIM or the Azawad Liberation Front. The FLA denied executing prisoners; JNIM acknowledged that killings occurred but denied ordering them. (hrw.org)
