The figures published on 26 October add detail to the overcrowding identified during the observatory’s 25 October inspection in Arafat. Foreign nationals account for approximately 36% of the prison population, according to the observatory.
Its recommendations include examining non-custodial measures under the UN’s Bangkok Rules, which address women prisoners’ treatment and alternatives to imprisonment. With a majority of detainees awaiting judgment, those proposals directly concern women who have not been convicted, rather than only the management of sentenced prisoners.
The observatory plans a detailed report to the authorities. Officials had accepted urgent recommendations on conditions and healthcare, but no timetable for reducing overcrowding or implementing the measures had been announced.
