Justice Minister Mohamed Ould Soueidatt and his Russian counterpart Konstantin Chuychenko signed the two agreements on 28 October during the Russia–Africa summit in Moscow. One concerns extradition; the other concerns the transfer of people already convicted.
The distinction affects different groups: extradition concerns surrendering people for criminal proceedings or enforcement, while prisoner transfer concerns where a sentence is served. The official announcement does not publish the treaty texts, eligibility conditions or safeguards, leaving the practical consequences for individual cases unclear. The ministers also discussed civil judicial cooperation and exchanges between their ministries.
