The diaspora forum’s final declaration on 31 October recommended an investment-support fund and state-guaranteed sukuk—investment certificates structured to comply with Islamic finance principles. It also proposed safer, less expensive remittance channels.
Other recommendations include a national diaspora council, mobilisation of overseas professional expertise, wider consular representation and a social-assistance fund for repatriating remains and handling exceptional humanitarian cases.
Foreign Minister Mohamed Salem Ould Merzoug committed his ministry to coordinating follow-up and informing expatriate communities through diplomatic missions. These are recommendations awaiting implementation, not financial products already open to subscribers; no fund capitalisation or sukuk issue timetable was announced.
