Qair confirmed on 28 September 2026 the first disbursement of a €37.9 million financing package for the Gassi and Lamadji hybrid solar-plus-storage plants near N'Djamena, Chad, as reported by pv magazine France and Tchadinfos. The consortium includes AfDB and Proparco loans of €15.2 million each, a €6 million SEFA/AfDB grant, €1.5 million from Proparco/AFD, and an €8 million partial risk guarantee from the African Development Fund and Green Climate Fund (pv magazine France).
The two 15 MWc plants, each paired with 4 MW/4 MWh storage, are underpinned by a 20-year power purchase agreement with state utility Tchadelec and are projected to generate roughly 65 GWh per year, equivalent to the consumption of about 260,000 people, according to Qair. Construction began in May 2025 and remains ongoing; this announcement marks a financing milestone rather than completion. Chad's electrification rate stood at roughly 12% nationally as of 2023 World Bank data, with generation still overwhelmingly reliant on oil-fired power, underscoring the scale of the gap these two plants are meant to help close.
